Context

Recently in the Union Cabinet, chaired by the Indian Prime Minister has approved a Prime Minister’s Development Initiative for North East Region (PM-DevINE) scheme for the remaining four years of the 15th Finance Commission from 2022-23 to 2025-26.

Examine the various and some recent initiatives taken by the government of India for the development of the North Eastern regions.

About the new PM-DevINE Scheme

  • The new Scheme is a Central Sector Scheme with 100% Central funding.
  • Implementing Ministry: The scheme will be implemented by the Ministry of Development of the North Eastern Region (DoNER) through North Eastern Council or Central Ministries/ agencies.
  • Tenure: The efforts will be made to complete PM-DevINE Scheme in the four-year period from 2022-23 to 2025-26 (remaining years of the 15th Finance Commission period), focusing:
    • In 2022-23 and 2023-24: Front-loading of the sanctions. 
    • In 2024-25 and 2025-26: Expenditure would continue to be incurred but focused attention will be given to completing the sanctioned PM-DevINE projects.

Objectives of PM-DevINE

  • Fund infrastructure convergently, in the spirit of PM Gati Shakti;
  • Support social development projects based on felt needs of the NER;
  • Enable livelihood activities for youth and women;
  • Fill the development gaps in various sectors.

Significance of North-East India

  • North-Eastern region is the natural gateway for India to South-East Asia and beyond. 
  • North-Eastern region has significant strategic value, it is India’s bridge to Myanmar. 
  • The North-Eastern region has immense inherent strengths in terms of tourism, horticulture, handloom, and sports.
  • It is the home to 200 tribes. 
  • It is a dowry-free zones. 
  • The region is part of the Himalaya and Indo-Burma bio-diversity hotspots, two of 25 such hotspots in the world.
  • It also has a potential of 50000 MW of hydroelectric power and has reserves of fossil fuels.

Way Forward

  • PM-DevINE will provide support to infrastructure and social development projects which may be larger in size.
  • It will also provide an end-to-end development solution instead of isolated projects. 
  • It will be ensured that there is no duplication of project support under PM-DevINE with any of the other schemes of MDoNER or those of any other Ministry/Department.
  • The new scheme is to address the development gaps in the North Eastern Region (NER).
  • The scheme will generate employment through the creation of infrastructure, support industries, social development projects, and create livelihood activities for youth and women.
  • The parameters of NE States in respect of Basic Minimum Services (BMS) are well below the national average, the new Scheme was announced to address these BMS shortfalls and development gaps.

Other Initiatives: Look East Policy (LEP): The policy is an effort to cultivate extensive economic and strategic relations with the nations of Southeast Asia.

In 2014, the LEP was upgraded to the Act East Policy (AEP) which brought a significant change in the potential role of the North-East region. 

National Bamboo Mission: It is by the Union Finance Ministry for the development of the region. Sikkim arrives on India’s air link map1: Pakyong airport was inaugurated by the Prime Minister in Sikkim. This is the first airport in the Himalayan State, and this airport is part of the UDAN scheme.

Digital North East Vision 2022 released The Union Minister for Electronics & IT released the ‘Digital North East Vision 2022’ in Guwahati. The Vision Document emphasizes leveraging digital technologies to transform the lives of people of the northeast and enhance the ease of living.
